Help to Save scheme supports developing a savings culture and generates positive customer feedback

Help to Save is a UK wide saving scheme designed by government to empower
working people on low incomes to build their savings and encourage an
ongoing savings habit. NS&I Government Payment Services (NS&I GPS)
are pleased to be working with HMRC, HMT and DWP to deliver the scheme.

Help to Save is the easy, safe and secure way for Working Tax Credit and
Universal Credit customers to receive government support to start saving.
Eligible customers can save between £1 and £50 a month in their Help to
Save account and get a bonus of up to 50p for every £1 put in.

At the end of July 2019 more than 132,000 people had opened accounts with
Help to Save and deposited over £31 million. Customer satisfaction levels
are very positive and an example of recent positive customer feedback is
that the account is “Easy to setup and definitely encouraging me to save”.

Help to Save encompasses the integration of multiple new and existing IT
systems as well as operations across NS&I GPS, HMRC and DWP to deliver
the end-to-end digital service. The accountability for delivery and policy
outcomes is shared between HMRC and HMT.

The Help to Save team adopted a highly collaborative approach underpinned
by clear, robust governance. The programme worked transparently, flexibly
and seamlessly across all four organisations and their multiple suppliers
to embed a successful “test and learn” approach.

Strong leadership and cooperation reduced costs and ensured the private
pilot phase of Help to Save was delivered to scope on 15 January 2018. The
public launch was a success and the Help to Save programme was held up as
“an exemplar” in an Office of Government Commerce (OGC) readiness for
service review.
